Meet Scott
Scott moved to Duval County in December 1989 with the Navy, deciding to make his home here. After being accepted to Army flight training, he spent the next several years serving his country at home and abroad. He returned to Jacksonville with his family and entered the financial services industry in 2000. After 9/11, he returned to the U.S. Army, eventually retiring as a Chief Warrant Officer 4 (CW4). His career path took him overseas, where he worked with the U.S. Army aiding our allies as a project manager and senior advisor, before finally settling back in Jacksonville with his family.
Upon returning to Jacksonville, Scott started his own mortgage brokerage, where he has helped countless Floridians achieve the dream of homeownership. This is where he noticed areas for improvement in the Property Appraiser’s Office and clearly saw how he could improve operations. Scott is not a politician; he has an eye for systems improvement and a proven track record of making the complex simple and improving how things get done. He has sat across the table from a wide range of home buyers and real estate professionals, which has made him intimately familiar with the challenges they face when navigating complex property tax rules.
Scott’s career has been defined by a commitment to transparency and accuracy, and he believes operations should be fair and held to the highest standards of integrity and accuracy. The Property Appraiser’s Office plays a key role in ensuring all Duval County residents are paying what they should be, no more, no less. This is critical to protecting the accuracy and integrity of Duval County’s property tax roll. His depth of experience has made him uniquely qualified for the role of Property Appraiser and to ensure operations best serve all residents of Duval County.
Family, Faith & Community
There’s more to Scott than his résumé, and most of it happens at home. He’s a husband to Victoria, a father to Kailey and Nathan, and a grandfather to Avery and Astrid, and that’s the part of his life that grounds everything else he does.
Faith is the foundation Scott builds everything else on. He’s a member of Deerwood Baptist Church in Jacksonville, and it shapes his values and how he treats people.
It’s a fairly simple picture: a husband, a father, a grandfather, and a neighbor here in Duval County, same as plenty of the people he hopes to serve.

In Scott’s Words
Sitting down with a 28-year-old nurse who shared how she and her husband were forced to sell their first home after a reassessment caused their property tax bill to double was a defining moment for me. That was the final push that made me really look at how we do business and how we can improve operations.
