Scott believes residents deserve an office that’s modern, transparent, accountable, and easy to understand.
Changing how things work behind the scenes matters, but that’s not really the goal on its own. What matters more is what happens when someone actually needs an answer: understanding a property valuation, working through an exemption, catching fraud before it costs them, or just knowing what to expect next.
Scott’s bringing the leadership and financial experience he’s built over a career in the military and the mortgage business into this office, with one thing guiding every decision: residents stay at the center of it.

Modernizing the Office
Technology should make an employee’s job easier, not harder, and it should make getting an answer easier for the resident on the other end.
Scott will utilize his years of experience to examine the office’s technology, processes, and workflows, then measure Duval County against Florida counties that are already doing this well. Wherever there’s room to be more accurate, more efficient, or easier for people to actually use, that’s where the work starts.
The goal isn’t complicated: an office that works smarter, for the people who work there and the people it serves.
Increasing Transparency
Property owners should be able to look at their valuation and understand how the office got there, and know exactly where to go if something changes.
Scott wants that information easier to find and easier to read, so nobody’s left guessing why their number moved or digging through paperwork for a straight answer.
Transparency shouldn’t be something residents have to fight for. It should just be how the office operates.
Stopping the Cost of Fraud
When fraud slips through, honest property owners end up covering the difference, and people lose faith in a system that’s supposed to protect them.
Property owners should be able to understand how their property’s value was determined, why it changed, and what options are available to review the assessment.
Scott will make fraud prevention a top priority, ensuring the office has all required tools to succeed in this endeavor.

Why This Race Became Personal
Scott’s career keeps landing him in the same place: leadership, finance, property, and the decisions that shape a family’s financial future for years to come.
Years in the mortgage industry taught him just how much weight sits behind one decision…buying a home, probably the biggest financial decision most people will ever make.
Then one conversation made it personal.
Scott sat down with a 28-year-old nurse who told him how an unexpected change in her home’s valuation put enough financial pressure on her family that she and her husband ended up selling their first home.
That conversation confirmed something Scott already believed. Property owners and homebuyers deserve clear information about how their property is valued, what a change actually means for them, and someone to ask when they need answers.
It became a turning point for him. It’s what pushed him to look hard at the Property Appraiser’s Office, where it falls short, and how his own experience could help build something more transparent, more modern, and more responsive to the people it’s supposed to serve.
